About the Panelists

Judge Colleeen A. Falkowski, Lake County Domestic Relations Court

Judge Colleen A. Falkowski has served as the Judge of the Domestic Relations Division in Lake County, Ohio, for over 13 years. Her judicial philosophy is that courts must place families and children first, and that all persons must have equal access to the justice system, regardless of their economic situation. Over the years, Judge Falkowski has pioneered award-winning programs for families, including classes for parents and children facing the challenges of divorce, a mediation program, and a clinic for low-income individuals filing for divorce, in conjunction with Legal Aid of Northeast Ohio.

Judge Falkowski serves on the Supreme Court of Ohio’s Commission on Dispute Resolution, and the Supreme Court of Ohio’s Advisory Committee on Children, Families, and the Courts. Her recent awards include the 2015 American Judges Association Chief Justice Richard W. Holmes Award of Merit; the 2015 Ohio Legal Assistance Foundation Presidential Award for Outstanding Leadership in the Delivery of Pro Bono Legal Services in Ohio; and the 2015 Leadership Lake County Leader of the Year Award.

Commissioner Judy Moran, President, Board of Lake County Commissioners

Lake County Commissioner Judy Moran was elected to the Board in November 2012 and currently serves as Board President. Prior to taking office, Commissioner Moran served as Willowick City Council President from 2006-2012 and was a city council member from 1998-2006. Commissioner Moran held the positon of Civil Deputy Clerk and Mental Health Court Liaison for the Mentor Municipal Court from 2008-2012. Preceding her local government positions, Commissioner Moran was the proud business owner of Dandy Donuts in Willowick for 25 years.

Ann M. Radcliffe, Lake County Recorder

Ann Radcliffe is a life-long Lake County resident who first stepped into the county Recorder’s Office at the early age of 15 when she began working for a real estate title company owned by a family friend.  She was elected Lake County Recorder in 2012 and currently works daily to serve the public. In her capacity as County Recorder, Ann serves on the Microfilming Board, Secretary and Chief Administrator; the Automatic Data Processing Board; the Records Commission; the Coalition of Housing and Supportive Services of Lake County; and the Ohio Recorders Association, Continuing Education Committee.  Ann is a member of the Lake County Township Association, Lake County League of Women Voters, Painesville Rotary, and a member of the 2016 Leadership Lake County class.

Janet F. Clair, Director, Lake County Board of Elections

Janet Clair has been involved in protecting the election process in Lake County over 30 years.  She served as Deputy Director of the Lake County Board of Elections from 1990 to 1995.  She was then appointed Director until her retirement on 11/11/11. Janet returned after a brief retirement and was reappointed Director in 2014 and is preparing to help conduct her 8th Presidential Election.  She has served her Republican Party as Chairwoman since 1988. Amongst her accomplishments, Janet was recognized by Secretary of State Jon Husted as the Ohio Election Official of the Year.  She has received awards from the League of Women Voters, Lake County Historical Society, Young Republicans, Frances Payne Bolton Women’s Club, as well as Congressional Recognition from Congressman Steve LaTourette.  Janet is past President of the Ohio Association of Election Officials. She also serves as Treasurer of the Lake County Employees Credit Union.

Lori DiNallo, Vice President, Painesville City Council

Lori DiNallo, a 26 year resident of Painesville City, has served on council as an At Large Representative since January 2, 2010.  She was named Council Vice-President in 2014.  Lori is committed to open honest dialog, will listen and negotiate solution-focused answers, supports business and residential development and capitalizing on our rich history, protecting investments and restoring pride in our community.
